Matthew Butler was born in Belfast on 23 February 1893. In the 1901 Census he was living with his grandmother and an aunt in Malcolmson Street Belfast but had moved to Dunstan Street by 1911, his occupation given as Assistant Librarian.

He joined the staff of Belfast Public Libraries, employed as a Junior Assistant in Falls Road Branch Library, from 22 April 1909.

Butler joined the Northumberland Fusiliers on 15 March 1916 and for a time was stationed in Newcastle-upon-Tyne. In 1917 it was brought to the attention of the Chief Librarian that Butler had applied for a post as Motorman with the City of Leeds Tramway Company. The allowance he was receiving from the Library Committee was dependent on him being “still in the Army service”. A letter dated 22 September 1917 was sent to Butler requesting a refund of £17.16.6 from the date he had taken up this civil employment. The matter was settled when it was confirmed that he had been placed in an Army Reserve role on the Leeds Tramway Company from 4 May 1917, was still connected with the army and therefore entitled to draw his allowance.

In January 1918 Butler was discharged from the army as he was no longer physically fit for war service. He did not make an application to be reinstated in his position in Belfast Public Libraries.
